I knew Joe for over 55 years. Back in those days he was better known as Jumpin' Joe Fowlkes, star wide receiver for the old Providence Steamroller football team. We used to marvel at how gracefully he would glide through the air and snag seemingly impossible passes from former Heisman Trophy winner, Joe Bellino. Joe was my first basketball coach at the Fox Point Recreation Center. He was able to take a rag tag bunch of hooligans and turn us into a pretty good basketball team. Back then, no one ever questioned Joe's authority, especially with that ramrod straight Marine Corps posture. I left RI for about 40 years and ran into Joe upon my return. The first thing he said to me after all those years was, "You're fat! What happened to you?" I found myself offering a poor excuse for my girth and and found myself feeling just like that little boy he coached so many years before. I will miss him.

I saw Joe as a person of great strength and total honesty, deeply committed to justice, service and civil rights. He used his voice at the legislature, meetings, rallies, and yet… I could see because his voice was so strong, he often waited to speak. He told me that he wanted to hear other peoples' thoughts before he spoke, to make sure his big voice didn’t overwhelm softer voices. When I found out Joe was a former football player this all seemed to fit.
Joe was Co-Chair and Co-Founder of the Rhode Island Civil Rights Roundtable and led this group over many years, to the enormous benefit of Rhode Islanders. Good laws passed, policies enacted. I learned so much from Joe. Sorrow and condolences to his family and friends; this state is a better place because of this good man.

To The Fowlkes Family,
When I was a boy of 11, I first met Mr. Fowlkes at Tom Carmody's URI Basketball Camp, where he and Claude English were fast friends. When I approached their lunch table during the first full day of camp, Claude English told me to take a seat, he'd been my 6th grade gym teacher that year at Garden City Elementary School in Cranston just after he'd been released by the Portland TrailBlazers of the NBA.
Well, my eyes widened and I began to take a seat -- until a solid index finger met my bony chest -- and a booming voice demanded: "DID I GIVE YOU PERMISSION TO SIT HERE, SON????"
"Nooo..." I stammered.
"Well, ask permission!" the voice echoed.
"May I sit here?" I asked meekly.
"ASK LIKE YOU MEAN IT!!!!"
"MAY I SIT HERE???" I managed to blurt.
"Well, of course you may. Any friend of Claude English is a friend of mine. I'm Joe Fowlkes. And what's your name, young man?"
So began my introduction to Joe Fowlkes, who through the years would always remind me somehow, some way of whom I was and who we were as a society as we would cross paths every year or so. Sometimes he had a smile, sometimes a scowl. Sometimes I didn't know if he was smiling or scowling, but I didn't matter, being younger then, I was happy to see him. Then again, I don't know if he was happy to see me, even though I never asked him for anything, except those few minutes....
Well, know I know why: What I admired so much about Mr. Joseph Fowlkes was that he was SO SOLID, SO PURPOSEFUL. HE WAS ON A MISSION TO MAKE THE WORLD A BETTER PLACE.
I was using valuable time.....
For me, it began with a solid poke to a bony chest.
YES, SIR!

How sad I am to learn of Joe's death! Having left Providence many years ago, he was always someone that I tried to learn of his whereabouts! He was a guest speaker at my graduation shin dig and he had the audience in laughter. He told them that he asked me to marry him and I said sure! We can set the date for May 32 1981! It took him a minute to figure out that the date did not exist. We had many laughs about that! Joe was one of the people that stood by the whole ordeal regarding the Providence police situation of Cheese Conner's death. In essence, he is someone that I met when he arrived in Providence and I so enjoyed his company over the years that I knew him. Finally, he was dedicated to his position with the NAACP. He will always be remember. To his son and family, I send my sincere sympathy!
I send my sympathy to his family and son, in their loss.
